On Saturday the Eagles put together what many people refer to as their final 53-man roster, only it isn't.
Really, it's just the first 53-man roster of the 2016 season. De facto general manager Howie Roseman said at his press conference the roster was "fluid" and proved it Sunday.
The Eagles, who had the 13 position in waiver claim order, claimed safety Terrence Brooks from the Ravens, linebacker Kamu Grugier-Hill from the Patriots and wide receiver Bryce Treggs from the 49ers.
With the additions, the Eagles will need to make corresponding roster moves to make room. We haven't yet learned what those moves are.
Brooks, 25, was a third-round pick of the Ravens in 2014, when Eagles personnel director Joe Douglas was still with Baltimore. Brooks played in 11 games as a rookie and 12 last season. He was mostly a special-teamer with the Ravens and played even less on defense in his second NFL season. He finished his second year healthy after his first season ended with a torn ACL and MCL. Grugier-Hill, 22, was drafted by the Patriots in the sixth round this year out of Eastern Illinois. The Eagles left Saturday with just four linebackers and Roseman said the team would be looking there.
Treggs, 22, was signed by the 49ers as an undrafted rookie this spring. The rookie sprained his MCL in the second week of the preseason and was thought to be a practice squad candidate for the 49ers if he went unclaimed. Treggs has plenty of speed and reportedly ran a 4.39 time in the 40-yard dash at Cal's pro day.
All of the Eagles' cuts from Saturday who were subjected to waivers cleared, so the team can begin to put together its practice squad from that group. They've already started, as wide receiver Marcus Johnson is heading to the practice squad, according to a league source.

Wide receiver Cayleb Jones and tight end M.J. McFarland were waived with the "waived/injured" designation. They have both reverted to injured reserve.
