Police shoot, kill man after carjacking, pursuit in West Philly

A man is dead after a confrontation with the police ended with shots fired in West Philadelphia Sunday night.

According to Deputy Commissioner Frank Vanore, the incident happened after officers were called to the 5400 block of Chancellor Street just before 5 p.m. for a domestic situation where there was a disturbance between a woman and her boyfriend who allegedly fired a shot inside a home.

It was after this disturbance that the woman called the police, Vanore said.

In an update released on Monday, police said the 47-year-old man -- who police have not yet provided further identifying information on -- left that home and was observed by a neighbor entering a vehicle that belonged to the neighbor's friend.

The neighbor and his friend confronted the armed individual who, police said, then aimed his weapon at the pair and allegedly attempted to fire the weapon -- but it jammed.

When police arrived following the reported shooting, officials said that the armed individual turned his weapon on the responding officers, prompting one officer -- a 25-year-old who was a two-year veteran of the force -- to fire at the armed man.

However, police said they are unsure if the gunman was struck in this initial incident.

After that incident, the armed gunman was able to flee the area in the stolen vehicle, resulting in a police pursuit that ended on Woodland Avenue, police officials said.

After the vehicle was stopped, officials said the man attempted to flee the vehicle, running toward an empty lot.

Responding officers saw the suspect was carrying a handgun and two officers -- a 29-year-old who has served on the police force for six years and a 34-year-old police sergeant who has been on the force for 10 years -- both fired at the armed man.

Officials said they were uncertain if the man was struck in the initial shooting or after the vehicle was stopped, but he was transported to a nearby hospital after he was apprehended where he succumbed to his injuries.

NBC10 spoke with a man who said he was involved in the carjacked during this incident.

“I can tell that he was mentally ill. Something was off with him because I offered him money to start," Tony, the victim of the carjacking, said about the suspect. “I could just tell that he wasn’t paying attention to me. And I just took a chance. And I just jumped out the truck and started running.”

Tony said this incident happened while he was driving his work truck and was on his way to pick up a friend.

He said the suspect tried to shoot at him.

“When the gun jammed, he ran up closer to me," Tony said. “I had my hands in the air and was telling him ‘What are you doing, just calm down, calm down.' He just wouldn’t calm down.”

No one else was injured in this incident and, officials said, an investigation is ongoing.
