Judge orders law firm to apologize to South Philly residents for scream recording

A federal judge is ordering attorneys to apologize for blasting a recording of a screaming woman through a South Philadelphia neighborhood last month. The recording played for more than an hour at 15th and Mifflin streets. The law firm played the recording as an audio test after they filed a lawsuit against the City of Philadelphia.
