‘In Harm's Way': Foster Care System Under Microscope After 2 Homicides

Pennsylvania needs to better protect foster care guardians and children in the system, a state senator told NBC10’s Matt DeLucia. A young man in the foster care system and a foster mother were killed in Philadelphia recently. Another man in the system has been charged in their deaths.
