How Philly city workers change the clocks at City Hall during Daylight Saving Time

As everyone “fell back” for an extra hour of sleep for Daylight Saving Time on Sunday, a few city workers changed the clock at Philadelphia’s City Hall. NBC10’s Matt DeLucia shows us how they did it.
