Gym Questions Outlaw on Use of Tear Gas

During a Philadelphia budget hearing on Wednesday, Councilmember Helen Gym questioned Police Commissioner Danielle Outlaw and the Kenney administration about the decision-making process to use tear gas on protesters who were on Interstate 676. Outlaw and Managing Director Brian Abernathy said a small number of top city officials were involved in the authorization.
