Family speaks out after charges dismissed against former Philly officer who allegedly fatally shot Eddie Irizarry

Former Philadelphia Police officer Mark Dial had been charged with first-degree murder and other offenses in connection with the death of Eddie Irizarry. In court Tuesday, the judge ruled the shooting was justifiable. NBC10’s Miguel Martinez-Valle has more on the ruling and reaction from Irizarry’s family.
