Citizens board overseeing Philly police removes bylaws after losing members

The Citizens Police Oversight Commission removed its bylaws earlier in August. The group is a panel of citizens who review the actions of the Philadelphia Police Department and has dealt with growing pains since its inception two years ago. NBC10 investigative reporter Claudia Vargas explains.
