ACLU Calls Out Philadelphia Bail Practices

The ACLU believes only the Pennsylvania Supreme Court can repair what they call the broken court system in Philadelphia. The ACLU had individuals sit in on over 2000 hearings over a year, where they say they found that bail magistrates regularly violated rules and set unusually high cash bails for low-level offenses.
