Troopers say 27-year-old Thomas A. Purnell of Ellendale surrendered to state police Thursday afternoon. Officers say Purnell's mother saw him on a video aired on WBOC-TV, contacted him and took him to Troop 7.
Purnell is charged with conspiracy, resisting arrest and other offenses.
Police say troopers responded to a 911 call the Wawa on Dartmouth Road early Wednesday. The first trooper on scene said he found Reginald McGlotten of Millsboro, Delaware, acting disorderly and shouting obscenities while appearing to be intoxicated.
Police say McGlotten refused to leave the store, so the trooper tried to take him into custody. The officer eventually got McGlotten onto the ground, but, as he tried to cuff him, other people in the Wawa began to pull the officer off his suspect, according to investigators.
McGlotten made a run for it. Soon after, another officer responding to the scene spotted the man and used a Taser to stun him into submission, according to state troopers.
