One man died and another was hurt in a double shooting just off North Broad Street in North Philadelphia Monday afternoon.

The shooting took place just before 12:15 p.m. along West Girard Avenue, just off Watts Street, Philadelphia police said.

Seitu Harris was shot in the head and stomach and died a short time later, police said. Harris, 33, lived nearby.

A man in his 20s was also shot in his back and hospitalized in critical condition.

Police said the shooting stemmed from an argument and no arrests were made as of Tuesday morning. NBC10 later obtained surveillance video that showed part of the shooting. In the footage, a man in a blue shirt appears to be carrying a gun and confronts another man. Witnesses told NBC10 words were exchanged between multiple men before shots were fired.

Harris' loved ones described him as a family man who had just left home to pick up lunch around the corner prior to the shooting.

The shooting occurred near the district office of Pennsylvania Congressman Brendan Boyle (D- Pa.).

“Today a shooting occurred just feet away from my Girard Avenue district office. I was not in that specific office at the time of the shooting and I am pleased to report that none of my staffers were harmed.  Sadly, however, I am informed that at least one individual was killed," Boyle wrote in a statement.

"With more than 400 million firearms currently circulating in America, there are more guns than people in our country. This insanity must stop. While Congress was able to pass some common-sense reforms to address mental health and gun safety last year, it is painfully clear that so much more needs to be done.”

Gun violence is leaving a deadly impact on neighborhoods throughout Philadelphia. Entering Tuesday, 131 homicides have been reported in Philadelphia, which is down about 13% from the same time last year, but still on pace to be one of the deadliest years on record, according to Philadelphia police data.
