Delco Barbershop Owner Plans to Reopen With or Without State's Permission

A Delaware County business owner says she plans to reopen her barbershop in less than two weeks despite the statewide restrictions. She told NBC10’s Steven Fisher if she doesn’t reopen soon she may never reopen again.
