CPOC still hasn't conducted an independent investigation on Philly police

After two years of existence, Philadelphia’s Citizens Police Oversight Commission has yet to conduct any independent investigation into police misconduct in the city. While the commission wants that to change, NBC10 investigative reporter Claudia Vargas explains why there’s pushback towards that idea.
