First Guilty Plea Set in Chinese SAT-Taking Indictment

The first of 15 Chinese citizens indicted in college entrance exam test-taking scandal is set to plead guilty before a federal judge in Pittsburgh.

Twenty-five-year-old Biyuan Li, of Boston, is charged with paying $5,990 to have a test taken for him.

Those indicted last month are either students charged with paying to have the tests taken for them, or people who allegedly impersonated students and took the tests for fees up to $6,000.

Federal prosecutors say they scammed tests run by Educational Testing Service and the College Board - such as the Scholastic Aptitude Test, or SAT - by having proxies take the tests at various sites in western Pennsylvania since 2011.

Li's defense attorney didn't immediately return messages seeking comment on Thursday's change of plea hearing.
